I just can't imagine that Clint would know who she is, he's a jazz buff, mostly. I don't care for much of his early work, but he's really come into his own as a director. If he's a fan of PJ Harvey... WELL.

YES! I couldn't agree more.
In one picture, it looks like PJ is as giddy as a school girl and probably gushing about how much she loves his work. You can totally tell!

Isn't there a connection with PJ -> Ennio Morricone -> Clint Eastwood?

Yes, but it's more like PJ <- Ennio Morricone -> Clint Eastwood.
According to Blandford, Teclo was inspired by a song Morricone wrote called Teclo's death.
And Morricone wrote music for several of Eastwood's early westerns.

Imagining meeting her then and there, all baffled and awestruck, fighting to be cool and relaxed... then going, 'Ohh, hi Clint, nice to meet you' returning to eh-the-eh-one-and-only peeeej har-eh-vay... only to realise when you tell your friends about it (well, not your closest friends, maybe) that they had only ever heard of Clint... ('who was that girl again?!')
it could happen
'Good Golly, Miss Polly!'

if there's a want for something new, you might find me at the start, or where it ends for you.
