Polly does this kind of encounter with their fans?

I can say with certainty, that she does not. But I can't say for sure, "not ever."

Polly thinks her fans are icky and stays away from us at all costs.
No but seriously, it would be nice if she did. Every now and again a lucky fan gets a chance encounter.

A meet and greet sounds more like a typical boy band or Kate Perry like thing to me. I hope she's never gonna start anything like that.

The typical boy band or pop artists are untouchable because they fans become stupidly crazy.
artists like Regina Spektor or Tori Amos do meet and greet and it is great but of course they are more low profile.
Polly Jean seems to be not very friendly with his fans, but that's ok, her music is great.

Not very friendly? I think you're wrong, by all accounts she's very friendly when she happens to meet people, but she's trying to stay away from direct contact with her fans. I think this is the result of the combination of her natural shyness and the excessiveness of some fans that might have caused her some unpleasant experiences in the past.

I actually like the fact that after all these years she still remains bit of a mystery. Much more intriguing than knowing every little detail about her.
And I too am under the impression that she's probably quite a nice and friendly (+shy) person in real life. I don't mind if she chooses to keep her private life to herself.

Met her once and she seemed very friendly and also slightly shy.

Yes, this is very much true. I had the chance to meet her briefly and she was totally sweet, very polite.
I mean, when you think about it, how would you feel if some random person came up to you on the street boasting their love to you out of nowhere?
How would you react? Sure, flattered maybe, but I'd be pretty freaked out. Polly has always been the kind of person that keeps to herself, so I can understand why she keeps the distance. But, like I said, every now and again a fan gets to meet her and they usually say nothing but good things.
