I definitely think she is playing with the Zep song, and also Joni Mitchell's song about California. These two songs were made in the hayday period of California and highlight the awesomeness of that state during that period. In my opinion, PJ's version reflects the reality of the state these days, which has changed alot through malling and overdevelopment. She also comments on the pervasive LA air quality problem (wanting to find somewhere she can breathe).
Think of how happily Joni is singing the word "California" and compare it to PJ's lonely/alienated way of singing the word. There is also the clear opposition in the titles (going to california vs leaving california).
I like the end of the song, "I think its time to leave" which reminds me of the final submitful lyrics to that Nirvana song which ends "all in all is all we all are"
