I think you just need to create a "My Live Nation"-account and through your account you can then access the presales:

Live Nation offers its members the opportunity to advance purchase, before the official release, many of their events.

To take advantage of these offers, log on LiveNation.se with your login information on that particular day of presale. Then search for the current event and click on advance purchase icon located on the right side. You then link through to our ticketing partner booking page and here you will also need to have a customer account for the implementation of ticket purchase. Keep in mind that the offer applies only to advertised day and time.

Have you decided to pick up your tickets from an agent, you can not do so until the tickets are released to the public.
